What were the time constrictions that required a decision be made outside the normal process? The other person said that this section of street was supposed to be 34' wide, and I guess Mr. McNees in this posting says that the City granted a "technical deviation" to this standard. I got access to the EDCM mentioned and it also indicates that a two way street is measured as 24' from INSIDE of curb to INSIDE of curb even for residential streets outside of the downtown area. So this would mean that the width of this street does not meet even residential street standards? Was this specified as the conditions in this technical deviation the City Manger mentions?
